APPLICANT REQUESTS THAT:

He be awarded the Air Force Outstanding Unit Award (AFOUA).  .

APPLICANT CONTENDS THAT:

He served with the 18th Tactical Fighter Wing (TFW), Kadena Air Base (AB), Japan from 7 May 71 through 26 May 73.  The 18th TFW unit history shows it was awarded the AFOUA for that period.  

The applicant’s complete submission, with attachment, is at Exhibit A.

STATEMENT OF FACTS:

The applicant initially entered the Regular Air Force on 17 Jul 59.  

The applicant served with the 18th TFW at Okinawa AB, Japan from 7 May 71 through 26 May 73.  

On 1 Mar 80, the applicant retired, and was credited with 20 years, 7 months, and 14 days of total active service.

AIR FORCE EVALUATION:

AFPC/DPSID recommends denial indicating there is no evidence of an error or an injustice.  The AFOUA is awarded by the Secretary of the Air Force to numbered units that have distinguished themselves by exceptionally meritorious service or outstanding achievement that clearly sets the unit above and apart from similar units.  This service includes: performance of exceptionally meritorious service, accomplishment of a specific outstanding achievement of national or international significance, combat operations against an armed enemy of the United States, or military operations involving conflict with or exposure to hostile actions by an opposing foreign force.  While a thorough review of the applicant’s official military personnel record revealed he received the AFOUA with Valor device and one Silver Oak Leaf Cluster, there is no evidence the 18th TFW was awarded the AFOUA while the applicant served with the unit.  There is insufficient documentation to support the applicant’s request.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant on 28 May 13 for review and comment within 30 days.  As of this date, no response has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing law or regulations.

2.  The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice.  We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice.  Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the relief.

THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
